Pyrrhic Intervention: an intervention that causes a positive change in one metric, while negatively impacting another, more important metric.

Example: Brazil’s 1997 organ donation program. It (of course) increased the number of registered organ donors, but seems to have decreased the organ donation rate and damaged public trust in the government and public health.
